The Kampala Capital City Authority (KCCA) has removed the seal it had placed on the offices of the People’s Front for Freedom (PFF) over unpaid property rates amounting to Sh21.7 million.
The premises, which serve as the headquarters of PFF, were sealed last Friday after KCCA cited non-payment of property rates registered under Serefaco Consultants Ltd, the company listed as the property owner.
According to the authority, the last payment was made in August 2023, and arrears have since accumulated.
KCCA spokesperson Daniel Nuwabiine said the authority acted after issuing several reminders to the registered owners without response.
He maintained that the enforcement was lawful and based strictly on official records.
“The enforcement action was strictly based on records showing Serefaco Consultants Ltd as the liable entity,” Nuwabiine said, adding that the seal was lifted following engagements in which the property owners committed to making payment arrangements.
However, PFF President and Lord Mayor of Kampala Erias Lukwago criticised KCCA’s move, describing it as a misinterpretation of the law and politically motivated.
Lukwago argued that it was unlawful to attempt to levy property rates against a political party and said the matter raises broader political concerns that the party intends to investigate.
PFF’s Buganda Deputy President, Lulume Bayigga, also questioned why the party’s operations were disrupted over a debt he says it does not owe.
He stated that PFF has no obligation to negotiate with Serefaco Consultants Ltd since it is not responsible for the outstanding rates.
Nuwabiine dismissed claims of political bias, emphasising that KCCA has no official communication indicating the premises host a political party and that enforcement actions are guided solely by property ownership records.
The People’s Front for Freedom was established in 2025 by veteran opposition figure Kizza Besigye.
The premises currently housing PFF previously accommodated activities of his pressure group, People’s Government.
